About Us

P. Christopher Navin, Ed.D.

Chris Navin has worked in human services and civil rights for over thirty years. Prior to founding Navin Associates in 1992, he had been Executive Director of the Cleveland-Marshall Community School in Boston (’78-’81), Contract Compliance Officer/MBE Specialist at the Boston Housing Authority (’82-’85), and first Director of the BHA’s Community Services Department (’85-’92), which was cited as being “on the cutting edge” by U.S. Department of Housing and Urban Development. Under Chris’ leadership, the Community Service Department: secured over $18,000,000 in city, state, federal and private grants; placed over 4,000 residents into employment, education, and training; created innovative substance abuse and gang prevention initiatives; and developed a successful city-wide youth program that was lauded by the National Commission on Severely Distressed Public Housing and U.S. Department of Health and Human Services.

Chris holds a Master of Arts degree in the Humanistic Application of Behavioral and Social Sciences and a Doctor of Education degree in the Design and Administration of Mental Health and Human Service Systems from the University of Massachusetts at Amherst.

Bill Campbell, M.Ed.

Since 1995 Bill has worked with Navin Associates providing a broad range of consulting services for not-for-profit and public sector organizations that include organizational development, strategic planning and implementation, community assessment, statistical reports, program evaluation, and grantwriting. Bill’s areas of particular strength are forming and building capacity in coalitions, meeting facilitation, and both qualitative and quantitative data collection and analysis.

Recently, Bill coordinated the federally-funded evaluation of an early literacy promotion program. Prior to 1995 Bill had extensive experience as an educator working as the Director of the Boston Medical Center’s Minority Health Career Program and as a Math/Science Instructor at many levels from Junior High School to Alternative High School to Junior College.

Bill holds a Bachelor of Science degree from Marquette University and a Master of Urban Education degree from Boston State College.

Marian Milbauer, M.P.H.

Marian has over twenty years experience in public health as a practitioner and researcher and in international community development with a focus on the Caribbean and Central America. From 1993 to 1996 as Coordinator of Women’s Health Services, she oversaw the development of comprehensive women’s health services at the Fenway Community Health Center. Her resume lists many presentations, trainings, and publications.

Marian began independent consulting work in 1997 and started working with Navin Associates in 2001. Since then, she has conducted research and writing projects for submission to the U.S. Department of Justice, the Mass. departments of Education and Public Health, the City of Boston, and the Boston Public Health Commission.

In addition to her other skills, Marian is an expert grant writer and event planner. Marian holds a Bachelor of Arts degree from the University of Michigan and a Master of Public Health degree from Boston University.

Robin Ortiz, Ph.D.

Robin has worked in the areas of education and social policy, and as a mental health practitioner with children and families in Pennsylvania and Massachusetts. She conducts research on the role of fathers in child socialization, and has taught at the Tufts University Experimental College in Medford, Massachusetts, and at the University of the Arts in Philadelphia, Pennsylvania. Since joining Navin Associates in 2001, she has been the primary evaluator on three program evaluations with the U.S. Dept. of Commerce and the U.S. Dept. of Health and Human Services. She also has worked on several community assessments and provided workshops on qualitative and quantitative data collection and analysis.

Robin holds a Master of Arts degree in Human Service Psychology from LaSalle University, and a Doctor of Philosophy degree in Child Development from Tufts University.

Donna Finn, M.A.

Donna has over thirty years experience in community organizing and capacity building. Prior to joining Navin Associates in 2000, she worked in and provided consultation to numerous community-based organizations on a wide range of issues that includes criminal justice, gender equity, and community and youth empowerment. She has been involved in founding twenty-two organizations and served on the boards of many more. Her resume includes the positions of Adjunct Professor at the New Hampshire College School of Human Services, Executive Director of the West Broadway Tenant Task Force, and Researcher/Writer at Centre Research, Inc, and Boston Community Centers. Donna also is a skilled special events planner.

Donna holds a Bachelor of Science degree from New Hampshire College and a Master of Arts in American Studies from the University of Massachusetts at Boston.
